Each category of Actor also defines a class of organisation
entitled to access the IPND Web Portal. Each class of
organisation is associated with one or more human users.
There are five classes of organisation that can access the Web Portal, these are:
- IPND Data Providers
- IPND Data Consumers
- IPND Secondary Data Consumers
- IPND Carriage Service Providers (CSP)
- IPND Manager
- Regulator
An organisation can also be nominated as being both an IPND Data Provider and IPND Data Consumer.
Access to the portal will be by individual users (people) that
are associated with an organisation that belongs to each of
these classes.

IPND Manager User |
Refers to an individual user (person) who is associated
with the IPND Manager organisation. A Manager User may
access data associated with all organisations and
users. An IPND Data Provider User can only access data associated with the corresponding IPND Data Provider and may be constrained to a subset of the file sources available to the IPND Data Provider. |
IPND Data Provider |
Refers to an organisation that directly provides data to
the IPND via one or more file sources |
IPND Data Provider User |
Refers to an individual user (person) who is associated
with an IPND Data Provider. There may be multiple IPND
Data Provider Users associated with a single IPND Data
Provider. An IPND Data Provider User can only access data associated with the corresponding IPND Data Provider and may be constrained to a subset of the file sources available to the IPND Data Provider. |
IPND Data Consumer |
Refers to an organisation authorised to directly consume
IPND data via one or more allocated file sources. |
IPND Carriage Service Provider | Refers to an organisation that provides data to the IPND via one or more file sources. |
IPND Data Consumer User |
Refers to an individual user (person) who is associated
with an authorised IPND Data Consumer. There may be
multiple IPND Data Consumer Users associated with a single
IPND Data Consumer. An IPND Data Consumer User may only access data associated with the corresponding IPND Data Consumer. |
IPND Data Provider and Data Consumer |
Refers to an organisation that both provides and consumes
data. |
IPND Data Provider and Data Consumer User |
A user of an organisation that is both a Data Provider and
Data Consumer. The user can be allocated access to Data
Provider information of Data Consumer information or both.
If the user has access to both then a default role will ne
allocated that will govern the default dashboard view
shown to the user. In this case the user will have an
oprion to change the default dashboard view for the
current session. |
IPND Secondary Data Consumer |
Refers to an organisation that consumes IPND data provided
by an IPND Data Consumer. File sources will also be
allocated to Secondary Data Consumers in order to identify
the source of any user query input. |
IPND Data Provider and Data Consumer User |
An individual user (person) who is associated with an IPND
Secondary Data Consumer. There may be multiple IPND
Secondary Data Consumer users associated with a single
IPND Secondary Data Consumer. |
IPND Carriage Service Provider User |
Refers to an individual user (person) who is associated
with an authorised IPND Carriage Service Provider. There
may be multiple IPND Carriage Service Provider Users
associated with a single IPND Carriage Service
Provider. An IPND Carriage Service Provider User may only access data associated with the corresponding IPND Carriage Service Provider. |
Regulator |
Refers to an organisation, authority or agency performing
a regulatory role in the governance of the IPND under the
Telecommunications Act 1997. |
Regulator User | An individual user (person) who has authority to access the IPND on behalf of the Regulator. |
